I guess this should be set in the configuration of icewm, but
not xcin part. Because it seems to me that this should be controlled
by the Window Manager.

So, please look into the configuration files of icewm for the
setting you want.

Besides, you may also try the option in xcinrc:

(define KEEP_POSITION_ON        "YES")

This is a work-around function to keep xcin in all the virtual
desktop of window manager. It works in fvwm* window managers, 
but it is known that it does not work in many other window managers.
This is because different window managers handles the X apps
in their virtual desktops in different way. It is hard to write
a general code to avoid this problem. So, you can try this function,
but there is no garantee that it works for you. :-)
