Sorry, ask a question for xcin setting

Now I cannot start xcin in KDE, using Mandrake 7.0+CLE 0.9
(xcin-2.5.2-12mdkCLE)

When I start xcin, it told me:
xcin: error: C locale "zh_TW.Big5" is not supported by your system.

But I changed all my local settings to zh_TW.BIG5
including ~/.xcinrc, /etc/chinese/xcin/xcinrc
    symlink of zh_TW.BIG5 in /usr/X11R6/lib/X11/locale
    (I even changed the locale.dir)
    and symlink of zh_TW.BIG5 to zh_TW.Big5 in /usr/X11R6/lib/X11/xcin/tab

Still no use.

My environment variable settings (relative to locale setting) are:

LC_MESSAGES=zh_TW.BIG5
LC_ALL=zh_TW.BIG5
LANG=zh_TW.BIG5
LC_CTYPE=zh_TW.BIG5

putting in my .cshrc file, of course.

Please tell me where to change to use xcin.
